The legislation for the request of citizenship has changed by the art.4 Legge 15 Luglio 2009 n. 94, that modified articles n°5 and 9 of the Legge 5 febbraio 1992, n.91 , and includes additional expenses in order to make the request. ( you can read here qui the circular).

In Italy the citizenship for right is automatically granted by the right of blood (the jus sanguinis). So,  the descendants and children, also adopted,  of an Italian citizen  are citizens by birth, regardless of where they were born and where they lived.

Citizenship is also granted: after 10 years of legal residence in Italy to non-EU citizens, after 4 years to EU citizens and after 5 years to stateless persons, but in this case it isn’t considered a natural right.
Moreover, anyone born in Italy by foreign nationals  can apply for citizenship  by the age of 18 years  and within the fulfillment of the nineteenth year of age.
